You need to have had at least 200 officers at the "Friend" level by the end of the game. This is not to be mistaken for the "Friends" count on the status screen (that number refers to the number of officers at "Oath" and "Close").

On character creation be able to set skills/all skills
Have an officer learn thirty skills by the end of the game. This is not the same as having thirty skills. The skills most be learned by the officer.
