This is possibely the worst game I have ever played for ps2. The graphics are terrible, the gameplay is uneventful and repetetive, and there is absolutely no reason to buy or even play this game. If I found this game on the street I would probably walk by it. I could see how fighting the establishment could be enjoyable, but why in god's name would "the man" be dressed as ninjas??? In the first of three levels(which I beat the day I rented it,) you run around a mall completing 100 missions that are all boring and exactly the same. In the second level you are running around outside comleting 100 missions that are all boring and exactly the same. In the third level, yuo are running around downtown completing 100 missions that are all boring and exactly the same. People say they like this becasue of the large number of people that are running around in the screen? Well that is all anybody does; run around. I played GTA3 and Max Payne, so I really expected something from this game. The game seems like it was thrown together in an hour by Rockstar, who was basking in the glory of the success of GTA3...

Is the low price making you think twice about owning this??

Rockstar was the king of the moment with their huge success with Grand Theft Auto 3 for the Playstation 2. People were hoping for the same quality game when they heard about State of Emergency...

Unfortunatly, the quality was alot less...

Instead of a realistic cartoon world of violence, State of Emergency gave people a horrible anime cheap arcade game. To compare this game to Grand Theft Auto is to compare need for speed with crazy taxi.

Sure a game like Crazy Taxi is fun, but after 5 minutes you realize how cheap the game is and how repetative it becomes. The same is true for State of Emergency.

Total=2.85

You might not regret owning it for about 5 dollars. I feel bad for the people who paid full price.

Don't they test and play games before they sell them??? geez!

All hype but no pipe

...But in and of itself, the game has no real value. The gameplay is shallow and predictable. The missions are lame and the same.... All the characters are lame and have no real depth, the story is pointless and suffers from "been there done that" deja' vu. It's hard to get into and thanks to the cheat codes it would be impossible to keep up with. The people running around and looting all day get's old after 4 hours. I guess the developes don't expect people to play the game but 20 minutes at a time. After awhile you wonder, where are all these people coming from and how ca they still be looting 3 hours into the game? It gets old fast because the environment never changes, all the level look and feel the same. If they had a clock in it where day and night creat changes... then maybe it would be interesting... because this game is boring and dull....

First off, This game isn't Grand Theft Auto 3. Get over it. It's not supposed to be GTA3. All it's doing is building on it's environment and freedom. I got the game today and love it. It's just as good as GTA3. In this game you do have to like gratuitous violence and blood because there is plenty of it. Overall a splending effort by Rockstar.

This game is definitely not for the faint of heart! Beat your fellow man to a bloody pulp and live to tell about it. Weapons galore and a violence tour-de-force.

Note. Not for kids! Otherwise, it is a lot of fun. Not as good as Grand Theft Auto 3, though.

After playing GTA3 and declaring it the best game ever, I couldn't resist SOE. I should have. The game isn't all that fun. It seems as though this should have been released before GTA3 since it seems inferior. It simply gets boring running around the mall shooting people.

No matter how low the stores drop the prices of this game it will still be a waste of money. The game had great potential being that 100s of characters can be on the screen at once, but it still has to be fun. The only way I would recommend this game is if you have been locked in a cave since the Atari and you dont know how good graphics are supposed to look now.....oh and you got the game for free, but still even then you probably wouldn't like it that much.

Fun at first

I rented this game namely so I could compare it to Grand Theft Auto 3, because it seemed like it might have similar gameplay as it was published by the same company and recieved lots of attention for its violence, etc. Anyway, I was disappointed.
The game plays, for all practical purposes, nothing like GTA3. Yes you get missions, and there's a lot of over-the-top violence, but almost every mission is the same. At first the game was fun, but it quickly got repetitive. Gameplay is the same throughout the entire game.
Technically its impressive, with over one hundred people displayed on screen at once, each with their own Articficial Intelligence, but it's just not a very fun game.

Well, I rented this game because it was suppost to be like GTA 3.
But it isn't. State Of Emergency is trash. All you do is kill people. I got bored after the first 30 min. The music is O.K. but that is IT!!!!! You can't drive around. It is also a lot more violence than GTA 3. You dehead people, blow them up with the grinade launcher and use their blown up body parts as weapons. Don't waste your money on this trash. Rent if first, then buy.

Ok but not a landmark game

Graphicliy violent yes, occasionally funny yup, but by no means a landmark game for the PS2. Outside of its open ended play this is just your average shoot em' up. Fun for a few hours but ultimately limited in appeal. Rent it for a couple of days before droping your moolah.
